"How Can Collaboration Accelerate OER Adoption in the Process of Building a Sustainable Ecosystem?" This session will explore collaborative strategies that have been implemented to expand OER adoption in Indonesia, ranging from cross-sector partnerships to training educators in campaigning for, creating, and utilizing open educational resources.
This session serves as a platform for sharing experiences, exchanging practical insights, and discussing challenges in OER implementation. We hope participants will find inspiration, gain easily applicable strategies, and establish new partnerships to strengthen OER adoption across educational institutions and communities.
Description
The adoption of Open Educational Resources (OER) in Indonesia faces various challenges, ranging from limited resources to low awareness of the benefits of open licensing. This session explores the strategies that have been implemented to accelerate OER adoption in the process of building a sustainable ecosystem through collaboration and educator empowerment.
The first strategy is implemented through the OER Collaboration Forum, involving 13 educational institutions and communities in six collaborative initiatives. An online campaign has raised awareness of OER, followed by an illustration competition that encourages the creation of open teaching materials for primary-level educators. Additionally, Wikimedia Commons utilization workshops have helped educators access and curate learning resources in the field of science, while joint webinars and workshops with various institutions have expanded understanding and practices of OER.
The second strategy focuses on educator empowerment through OER training, which has equipped nearly 500 educators with the skills to create and utilize open content. This program not only enhances educators' capacities but also cultivates new OER trainers who play a crucial role in expanding the reach and number of OER training participants.
This session aims to serve as a space for sharing experiences and discussing ways to expand OER implementation in various contexts. Through a collaborative and empowering approach, this initiative has resulted in the creation of more than 1,229 open educational resource files in various formats on Wikimedia Commons and 12 open textbooks on Wikibooks. These resources are now widely accessible to educators. We invite participants to explore collaboration opportunities and share best practices to build a more inclusive OER ecosystem.

This presentation will highlight a collaborative and educator-empowerment approach to building the Open Educational Resources (OER) ecosystem in Indonesia. This initiative fosters cross-institutional and community collaboration, enabling more educators to adopt and integrate open educational resources into their teaching.
Beyond strengthening networks with key stakeholders, OER training also plays a crucial role in creating an inclusive learning space for educators across Indonesia, from west to east. The program not only enhances educators’ capacity to create and utilize OER but also ensures the sustainability of the initiative through the regeneration of training facilitators. Top-performing participants from previous training sessions are invited to become facilitators in subsequent sessions, ensuring continuous knowledge transfer and capacity building while allowing more educators to take part in future training.
Since its launch in 2020, this initiative has continued to grow, contributing to the expansion of the OER ecosystem in Indonesia

- Starting as a rapid response during the pandemic, my colleagues and I at Creative Commons Indonesia (CCID) initiated an OER project to support educators in creating safe digital learning materials and utilizing openly licensed content. The overwhelming enthusiasm from educators in Indonesia motivated me to continue this initiative in the following years. Currently, I serve as the OER Project Manager at CCID for 2024–2025, which is funded by the Wikimedia Alliance Fund, and also as the Chapter Lead of Creative Commons Indonesia.

- I am an active contributor and serve as an administrator on the Indonesian-language Wikipedia, Wikibooks, and Wikisource. I was involved in the education and competition divisions of Wikimedia Indonesia from 2017 to 2021. Since 2022 until now, in addition to being a member of the Wikimedia Jakarta community, I have been actively involved in the Open Educational Resources (OER) program of Creative Commons Indonesia, which is also supported by the Wikimedia Foundation.
