Abstract/description

South Asia is one of the vibrant and dynamic regions within the global Wikimedia movement, with numerous active Wikimedia communities and 17 recognized affiliates, contributing to open knowledge in diverse languages and cultures. Hosting Wikimania in South Asia presents a unique opportunity to highlight the collective efforts and achievements of these communities while showcasing the rich cultural heritage and diversity of the region. In addition, South Asia has never hosted a major Wikimedia conference, which would be a unique opportunity to showcase the rich cultural heritage of the region and the burgeoning Wikimedia community.

Geographically, South Asia serves as a strategic midpoint between the East and the West, making it highly accessible to participants from across the globe. Its location would facilitate greater participation, particularly from underrepresented regions, fostering inclusivity and diversity in the Wikimedia movement.

This submission emphasizes India's vibrant diversity, rich cultural diversity, vibrant Wikimedia community, and technological growth as key reasons for hosting Wikimania 2027. India is home to an unmatched linguistic and cultural landscape, with 22 constitutionally recognized languages and hundreds of dialects.

Hosting this event would provide an opportunity to showcase the collective strength and contributions of the communities from the region, amplify voices from the Global South, and build bridges across cultures and ideas. The country's active Wikimedia affiliates and communities have proven their capacity to organize impactful events, while its strategic location and cost-effectiveness make it accessible to a global audience.

Hosting the Wikimania conference in India would not only mark the first Wikimania in South Asia but also provide an opportunity to highlight the region's significant contributions to the Wikimedia movement and open knowledge. Together, we aim to create a truly inclusive and impactful Wikimania, celebrating collaboration, innovation, and knowledge-sharing on a global stage.

This proposal aims at the year 2027 as a preference but flexible for 2028 for hosting Wikimania conference in India.

Organizers

Since a national chapter does not exist in India, the Wikimedians of Kerala User Group and Odia Wikimedians User Group voluntarily took the initiative to express the intent to bring Wikimania in India, marking the first-ever Wikimania in South Asia.

To build momentum and encourage regional collaboration, a dedicated meta page was created to gather inputs from community members, project contributors, and active affiliates across the region, aiming to unite the efforts to make this historic milestone a reality.

At this stage we are submitting the expression of interest and we are delighted to keep the space open to other active affiliates / thematic chapters.

We have initiated discussions with representatives from India and neighbouring countries, ensuring a collaborative approach that values diverse perspectives. Our commitment to inclusivity means we are actively engaging with stakeholders across the region to gather insights and submit a well-rounded, community-driven proposal.

India offers an abundance of world-class venues and lodging options suitable and budget friendly, for hosting Wikimania.

Modern and well-equipped convention centers in the major metro cities like Yashobhoomi in New Delhi, Bombay Exhibition Centre in Mumbai, Hyderabad International Convention Centre in Hyderabad, the Bangalore International Exhibition Centre in Bengaluru, and others can host thousands of people for domestic and international events. These venues offer state-of-the-art infrastructure, versatile spaces to suit conference formats, high-speed Internet connectivity, and other facilities to support attendee participation. Beyond convention centers, there are culturally rich venues, such as heritage sites, art galleries, and modern campuses that could provide a distinctive backdrop for Wikimania. The specific choice of venue within India will be determined based on the selection of the host state or union territory. Similar to venues, there is a wide range of lodging options. Five-star and above hotels and premium properties in major cities are known for their impeccable service, amenities, and accommodations. Budget-friendly options, such as guesthouses, homestays, and hotels, are also available.

A hybrid format would give more opportunities to bring together the global Wikimedia community and communities in South Asia. India possesses the robust infrastructure necessary to successfully host hybrid events. We can leverage high-speed internet connectivity and cutting-edge equipment to facilitate this endeavor. Furthermore, we can engage with specialized companies that offer comprehensive live streaming, recording, and upload services, complete with the necessary equipment and facilities.

The worldwide broadband speed league ranked India 74th out of 221 countries with a mean download speed of 47.99 Mbit/s as of 30 June 2023. [12]. Mobile data is very cheap and accessible, and India is one of the cheapest in the world when it comes to mobile connectivity costs. US$3 is enough to get at least 1 GB/day 4G/5G mobile data for a month, with unlimited pan-India calling and a 100 SMS/day allowance.

As of February 2024, the Internet is delivered to India mainly by 17 different undersea fibres, including SEA-ME-WE 3, Bay of Bengal Gateway and Europe India Gateway, arriving at 5 different landing points. [13][14]

India is located in the UTC+5:30 time zone. The first half of the day will be nighttime for most of Europe and Africa, while the second half will be morning. For the Americas, the time will be entirely at night. The morning sessions of the conference will take place during nighttime in the Americas, and the evening sessions will take place past midnight for those regions.

During the proposed timing, the weather gets pleasant by the end of August as the monsoon ends and spring / fall begins. September - October are ideal times with temperatures ranging around 7 to 30 degrees celsius. Mild sunny days with a chilled breeze makes it a preferable time to hold the conference.

Sustainability

We are focusing on conducting events in India by employing Sustainability practices.

Zero Waste Strategy: Zero-waste events are designed to reduce waste generation by limited use of raw materials, reducing waste at source, reuse, recovery, recycling and composting. This includes avoiding single use plastic, plastic banners and posters etc. [15]

Local Sourcing: Prioritizing locally sourced, seasonal, and organic food.

Reducing Food Waste: Implementing strategies to minimize food waste, such as accurate food ordering can be practiced in the conference.

The initial conversation before the submission of this EOI was done on the meta page - inviting contributors to share their thoughts on the suggested proposal, emphasizing the need for regional collaboration and shared ownership of this initiative. There are few opinions received in the opinion space section and sign ups from the Wikimedians. An online open community call was hosted on 15 January 2025 seeking inputs and assessing the overall community sentiment and thoughts from the regional communities, where 33 Wikimedians joined and some of the questions raised during the call were noted here on the etherpad. Support requested from the participants regarding drafting the EOI and 2 interested Wikimedians came forward in the interest.

Additionally, there were 3 Wikimedia conferences that happened in India in the last 2 years and Wikimedians from the region were the pioneers in leading and organizing these events. Wiki Conference India 2023, Wiki Women Camp 2023 and Wiki Technology Summit 2024.
