Question about the use of this website in determining the outcome of proposals

This quote states that this website: https://www.passportindex.org/byWelcomingRank.php "is key" and has the world's countries listed by a "welcoming" rank of 1 (most welcome) to 100 (less welcome).

I have five questions that would help me to better understand this part of the Wikimania 2027 and Wikimania 2028 application process.

  1. How many years has the Passport Index website's country list been used related to previous years Wikimania applications?
  2. What makes this specific third-party website credible, accurate and necessary to help in consideration of Wikimania applications?
  3. What weight is given to each numerical rank (1 to 100) within an Wikimania 2027 or Wikimania 2028 application?
  4. What numerical rank(s), if any, are considered disqualifying to a Wikimania 2027 or Wikimania 2028 application?
  5. What numerical rank(s) are considered negative, neutral, and positive to a Wikimania 2027 or Wikimania 2028 application?

Don't get hungup on the passport index is just one of many guides that helped us to make the decisions. That means for 2027 we will look to places that offer better access to countries on the lower end of the index, there is no perfect option. In the selection process there are also many other considerations especially around safety, legal threats, government laws, and the team/region hosting. Expression of Interest for Kuala Lumpur, Malaysia

Hi, I just want to inform in case it goes under the radar that an EOI has been submitted by Wikimedia CUG Malaysia with support from ESEAP for Wikimania 2028 to be held in Kuala Lumpur, Malaysia.
