First, some background would be given on the Legal department's methodology for dealing with UPE and how it compliments the community's work

The panel would have three goals 1. To describe some of the non-confidential off wiki initiatives in the legal department to deal with undisclosed paid editing 2. To signal boost volunteer interest in addressing undisclosed paid editing and COI issues on wiki 3. To solicit community opinions on directions to take in enforcement — especially for smaller language projects that have UPE rules where there's a less robust userbase of volunteers interested in the issue

This would likely be a collaboration between disinformation, trust and safety, and legal affairs. It could be helpful to have one or more community volunteers participate (on point #2) if interested. It could be remote or in person.

UPE enforcement requires decentralized information sharing between community members, the Wikimedia Foundation, and enforcement bodies.
